On behalf of Head of Public Service, the Leadership Development Centre coordinates agency nominations for the ANZSOG Executive Master of Public Administration. 

Executive Master of Public Administration (EMPA)

The EMPA is a 2-year, part-time postgraduate qualification for emerging and ambitious public sector leaders, starting February 2025. EMPA is delivered in 8 blended learning modules and 3 university elective modules, providing a multidisciplinary curriculum tailored for today’s public service.

EMPA bursary opportunity 

For 2025, 6 bursaries of AUD $10,650 are to be offered to New Zealand participants recognising the cost of travel and accommodation, reducing the total cost of the programme.

The programme costs $64,236.70 including GST, plus travel related costs. For specific programme information, visit the ANZSOG website.

Additional details of EMPA 2025 – Travel Support Package for New Zealand Participants

Recognising the additional impact of the cost of travel and accommodation for New Zealand sponsoring agencies, ANZSOG would be pleased to offer a bursary to cover travel-related expenses for Aotearoa New Zealand students commencing the program in 2025. 

Each bursary would have a value of AUD$10,650 based on current travel costs and using ANZSOG’s typical expenses for travel as an indication. It aims to account for the maximum likely travel required for the second year of the program noting that delivery locations for 2026 have not yet been finalized. Should less travel be needed, or savings be found, there is no requirement for reimbursement to ANZSOG. 

A maximum of 6 bursaries will be awarded. 

The bursary would be realized as a reduction in course fees deducted at the point of invoicing. For agencies and department paying in full upfront the bursary would be deducted in full. For those choosing to pay over two years 50% of the bursary (AUD $5,325) would be deducted from each year’s invoice. 

Students must enroll and commence in the program, beginning study in 2025.  Those who defer commencement to later years would no longer be eligible for the bursary.  Applicants would be required to complete an application directly with ANZSOG following any required approvals from their sponsoring agency and the New Zealand Public Service Commission, collated through the Leadership Development Centre.  ANZSOG would negotiate an extended application deadline with the Victoria University of Wellington, and we would be open to continuing to receive Aotearoa New Zealand applications into January 2025.
